Property Mutation (Intiqal) in Punjab — PLRA Procedure & Disputes
Mutation (انتقال) is the entry of a change of ownership — sale, gift or inheritance — in Punjab's record of rights, processed through PLRA Arazi Record Centres with biometric verification. The updated fard is what banks, buyers and authorities rely on. IMAAR completes sale, gift and inheritance mutations, verifies records before you transact, and fights fraudulent or wrong mutations through revenue appeals and civil cancellation suits — including for excluded heirs and overseas owners.

Mutations We Handle
- Sale mutation — after the registered deed, completing the record so the purchase is reflected;
- Gift (hiba) mutation — with the gift's essentials properly documented, since family gift entries are the most litigated;
- Inheritance mutation — heirs' shares recorded per entitlement; excluded sisters and daughters restored through challenge;
- Contested mutations — appeals/review before the revenue hierarchy, and civil suits for declaration and cancellation with injunctions where fraud or forgery is involved;
- Record verification — fard checks before purchase and periodic checks for overseas owners.
Land Revenue Act 1967 — record of rights, mutations, revenue officers' attestation and the appellate hierarchy; Registration Act 1908 & Transfer of Property Act 1882 — the underlying transfers; PLRA — Arazi Record Centres, biometric verification and computerized fard.
The Two Rules That Prevent Property Disasters
- Title flows from the deed; the record must follow it. Mutation doesn't cure a defective deed — and a valid purchase left un-mutated invites double-sales and fraud. Do both, properly, in sequence.
- Check the fard before money moves. The current record of rights, its mutation history and pending entries — a one-day verification that prevents years of litigation. We run it as standard due diligence.
